Jacuzzi Bathtub That's Not Working?

I have a Passport Ensemble jacuzzi tub that's dose not work, I moved in sep of 2010 had home inspection and they said it did not work at that time. It has a Timer on wall for it, and its a Interamatic Timer it has 2 BLACK wires going to it, one is load 1 and a line 1. but they are both black no white or grd. Nothing comes's on when u turn the Timer on. what should i look for or try to do with this problem i have ty.
